Responsibilities

The Finance Department for Winona County is primarily responsible to:

  • Implement, direct, and supervise a program of fiscal management and financial affairs of the County
  • Establish and develop an effective financial system directed towards analyzing and implementing improved management accounting techniques within and between organizational entities
  • Research, analyze, develop, and evaluate policies, procedures, and systems of fiscal importance to the County and advise administrative staff and the County Board of Commissioners as to their impact on the County
  • Provide management positions on economic items that have not been presented during the collective bargaining process or interest arbitration, including information specifically collected or created to prepare the management position
  • Supervise professional and support staff and performs related financial management work as required
