New! Winona County Planning - Online Permitting System

Planning & Environmental Services has some exciting news to share! Starting today, July 1st, 2022, we are beginning a transition into an online permit system. The Winona County website link to our online permitting page is https://www.co.winona.mn.us/576/Online-Permitting. 

The new system through vendor “OpenGov” is aimed at creating transparency and efficiency in local governments. This includes access to the application status, review of receipts, and printable documents available through an online account. The direct link to the OpenGov permit site is https://winonacountymn.viewpointcloud.com. Currently, we are in phase I of the rollout, which includes Land Use-Development-Septics and Commercial Timber Harvesting-Land Disturbance permits. Additional online permitting will be rolled out throughout the year.

The following changes to our permitting system will affect how and what will need to be submitted for a permit. Requirements for online submission will include:  

  • Creation of online account, requiring an email address  
  • Submission of application online in lieu of a paper application  
  • Submission of required and supplemental attachments   
  • Payment due upon submission of a complete application. We are pleased to announce that credit card payments will now be available, while cash and check payments continue to be an option.  

Permits will be issued to the online account, with a notice sent to the email address. Another benefit for the applicant is that submittal can occur anytime of the day, not limited to county office hours.   

We have worked to create an intuitive and efficient online system to expedite the permitting process. Planning and Zoning Staff are available to assist with the process and answer any questions by phone 507-457-6520 or in person at the Planning office, 202 West Third St. Winona. Paper permits will cease to be accepted on August 1, 2022. 

We look forward to the enhancements that OpenGov will bring to the department and are excited to work to expand the solution-oriented services we’re able to provide!
